Capital Project Grants

Capital Project Grants provide financial support for projects eligible for consideration under Texas Type B sales tax statutes that enhance the quality of life in Brownsville, Texas and foster economic development opportunities. Some examples include infrastructure improvements, community or recreational facilities, convention facilities, etc.. The BCIC opens applications for Capital Project funding twice a year and are subject to board and city commission approval.

What Capital Projects Are Eligible?

Capital projects must fall under the following categories to be an eligible expenditure for "type b" economic development corporations:

+ Land Acquisition
+ Building Acquisition
+ Equipment
+ Facilities
+ Expenditures
+ Targeted Infrastructure
+ Capital Improvements
+ Professional & Amateur Sport and Athletic Facilities
+ Convention Facilities
+ Public Parks and Open Spaces Improvements
+ Tourism and Entertainment Facilities

All projects must foster economic development within city limits. Not all projects qualify and are subject to board approval. Upon board approval, a 60-day public comment period is triggered which will ultimately result in the approval by the city commission. For more information, contact Cori Peña at cori.pena@cob.us.
Capital Project Grant - Letter of Inquiry 2018 Spring Cycle is now open.
Capital Project grants provide an opportunity for financial support for eligible projects Sections 501 and 505 of the Texas Local Government Code and are aligned with BCIC's 3-Year Economic Development Strategic Plan that will contribute to the city's economic health. Examples include:

+ Downtown revitalization projects necessary to increase sales tax revenue and foster investor opportunities;
+ Projects that are designed to increase recreational tourism and spur small business development and/or support the Active Transportation Plan; or
+ Projects that support cultural, sports, fitness, recreational, entertainment and community that will contribute to the sustainability and growth of Brownsville's sales tax revenue.


Financial support is available for land, buildings, equipment, facilities, targeted infrastructure, and improvements.

The Capital Project grant is a two-step application process. Applicants are required to submit a Letter of Inquiry (LOI) first to determine if the proposed project is eligible for Type B funds accordance to sales tax statures. If the project is determined to be eligible for Type B funds, the applicant will be invited to submit a full capital project grant application.

All submitted capital project applications are reviewed, scored and awarded by the BCIC Board of Directors. once awarded, the application will have to go through a public hearing, a 60-day comment period, and final approval from the Brownsville City Commission.

Deadline to submit a Letter of Inquiry (LOI) is on Wednesday, January 3, 2018 by 4:00 P.M..

Promotion & Community Event Grants

Promotional and Community Event Grants provide financial support (not to exceed $5,000 per grant) for events, activities or initiatives that actively promote Brownsville, Texas for the purpose of developing new or expanded business opportunities, and/or tourism and enhance the quality of life for its residents. All funds provided through this grant must show a strong marketing plan. The BCIC opens applications for Promotional & Community Event funding twice a year and are subject to board and city commission approval.

What Promotion & Community Event Projects Are Eligible?

Promotion & Community Event projects must positively impact tourism to Brownsville, Texas and foster local spending to increase the city's sales tax base. Eligible expenditures for Promotional & Community Event grants are the following, but are not limited to:

+ Media Buy
+ Social Media Ads
+ Website Ads
+ Email Marketing
+ Signage Ads
+ Video & Photography Production
+ Transportation Ads

Such projects that are eligible to apply must fit in the following categories:
+ Events
+ Initiatives
+ Community Activities

All projects must foster economic development within city limits. Not all projects qualify and are subject to board approval. Promotion and Community Event Grant - 2018 Winter Cycle is now open.
Promotion and Community Event grant provides financial support (up to $5,000) for cultural, sports, fitness, and entertainment events that will promote the City of Brownsville for the purpose of developing new or expanded economic development opportunities, attract visitors to our community and aligns with BCIC's 3-Year Economic Development Strategic Plan that will contribute to the city's economic health.

The Promotion and Community Event grant can only be used for the marketing or promoting of the initiatives, actives, and/or events.

Deadline to apply is Wednesday, December 20, 2017 by 4:00 P.M. Initiatives, activities, and/or events must take place within one calendar year starting from February 2018 to January 2019. Funds awarded will not be available till February 2018.
